The ACP Assistance Lead functions in the Department of Innovation & Technology to lead the project activities of the Creating Connections program to promote enrollment in the Affordable Connectivity Program. The City of South Bend has become aware that the ACP, a program funded by the federal government, providing qualifying low-income households discounts on broadband service and connected devices, is under-subscribed by South Bend residents.

The ACP Assistance Lead will manage and direct four ACP Navigators: One full-time navigator embedded within SJCPL; one part-time navigator embedded within the Citywide Classroom team in partnership with enFocus; and two part-time navigators within the City’s Outreach Team that would focus on targeted neighborhoods and census tracts. Additionally, the Lead will coordinate contracted organizations to organize enrollment events, including providing all training, outreach and administrative materials needed for the event to be successful.

The Lead will develop and assist in distributing ACP-specific outreach materials to partnering organizations and staff, in addition to leading outreach campaigns via every-door-direct-mail, radio advertisements, and printed flyers and posters. As the Lead will be the main point-of-contact for the Creating Connections project, they will also assist in promotion of ACP through tangential service organizations by attending their events to provide in-person assistance or leaning on successful outreach channels to promote ACP.

 

Essential Duties And Responsibilities

Follow-up on initial engagements from the Outreach Team, either by phone and/or in-person. In-person will mean meetings in public places and at community events (e.g. at the library, local churches, local organizations).
Plan and coordinate enrollment events with local organizations and attend events hosted by other local organizations.
Develop and distribute ACP marketing materials for the Creating Connections project, including but not limited to flyers, posters, direct mail, etc.
Help individuals and families understand if they are eligible for the ACP and help them apply. This will entail helping them obtain sometimes hard to get documents such as bank statements, social security cards, and proof of income.
Assist the ACP Navigators engage with difficult-to-reach individuals and families.
Advocate on behalf of residents with local, state, and federal programs by building relationships with multiple program administrators in order to assist residents with follow-up on their applications.
Ability to track the progress of and manage others, including training them on the ACP including what the benefit is, eligibility, and how to enroll an individual or family.
Prior knowledge of or ability to learn quickly the technology used in the position including Microsoft Suite, Outlook, and mobile devices.
Prior knowledge of or ability to learn quickly about many public benefit programs including requirements and application processes for local, state, and federal programs.
Ability to notice trends and share information with leadership and other involved teams.

SALARY

The salary ceiling for this role is set at $65,000

Education And/Or Experience

Bachelor’s degree in a Social Science, Social Work, or related field or relevant work history.
5+ years experience in case management, neighborhood organizing, or a social service field.
Experience managing others.
Experience communicating complex information to diverse audiences.

 

Knowledge, Skills And Abilities Preferred

Ability to be self-directed and think critically.
Ability to see big picture and translate the vision into manageable projects and tasks with proper prioritization.
High degree of comfort working on a new project and with a diverse clientele.
Proven customer service skills, oral and written communication skills, and organizational skills.
Can balance multiple demands and work productively in independent and collaborative settings.
Familiarity with Microsoft Suite, Outlook and how to operate mobile devices.
Familiarity with public benefit programs.

Work is performed in an office setting with moderate inside temperatures. The noise level in the work environment is usually quiet to moderate in the office. Entire office is smoke free. Additional work is performed in the community where the environment will fluctuate.
