The Visiting Senior Director for Broadband will serve as the lead within the “Illinois Broadband Lab” collaboration between the University of Illinois System and the Illinois Department of Commerce and Economic Opportunity (DCEO) Office of Broadband. The individual will manage all contracts and day-to-day activity in fulfillment of requirements per its agreements with the State of Illinois.

The individual will work in close collaboration with the Associate Vice President for Economic Development and Innovation (AVP) to advance the University’s mission by assisting with the development and execution of strategic initiatives for the Office of the Vice President for Economic Development and Innovation (VPEDI) and building and managing relationships across a wide range of constituents related to broadband. The Visiting Senior Director will work closely with the Illinois Office of Broadband and DCEO in support of their broadband initiatives. This position will supervise Visiting Broadband Staff and liaise with Broadband staff at other partner organizations. This position also will work closely with the Illinois Innovation Network (IIN). The IIN is a system of 15 university-community-industry-based hubs throughout the state that work together to drive inclusive innovation, sustainable economic development, and equitable workforce development across Illinois. The administrative agent to the IIN is VPEDI. The Visiting Senior Director will work closely with the Association Vice President for Workforce Development and Community Engagement and participate with the Digital Learning and Social Innovation IIN initiatives.

Additional responsibilities include:
1. Serve as the lead within the “Illinois Broadband Lab” collaboration between the University of Illinois and the Illinois Department of Commerce and Economic Opportunity (DCEO) Office of Broadband.
2. Manage all contracts, as assigned, and day-to-day activity in fulfillment of requirements set forth under its agreement with the State of Illinois.
3. Work with the Department of Commerce and Economic Opportunity, Office of Broadband, Illinois Innovation Network and other partners to identify resource gaps and make resources available to appropriate users.
4. Supervise staff in the Illinois Broadband Lab.
5. Conceptualize, develop, design, and maintain policy or programs to foster scientifically literate students and/or residents in Illinois.
6. Participate as a science policy expert in planning and implementing programs that address broadband infrastructure as it relates to digital equity, including digital literacy and broadband access and deployment. This may include policy development, outreach/educational activities, workshops, meetings, presentations, and other activities.
7. Perform other duties as appropriate for an Executive Director.

Qualifications:
1 Bachelor’s degree in business, information technology, or a field related to the position duties
2 Five Years’ experience in supervising employees.
3 Five year’s experience building coalitions.
4 Five year’s experience working in or with government agencies and elected officials.

Preferred:
1.Master’s degree in business, information technology or a field related to the position duties.
2. Seven Years’ experience working with a team on project related activities.
Knowledge and Experience:
1. Ability to exercise independent judgment and discretion to make sound decisions on behalf of the Office of the Vice President for Economic Development and Innovation
2. Strong writing skills and demonstrated experience writing for diverse audiences at all levels of an organization.
3. Demonstrated experience working with diverse communities.
4. Demonstrated relationship building and community engagement skills with diverse groups and communities.
5. Excellent organizational skills and multi-tasking capabilities to meet stringent deadlines and produce accurate, detail-oriented work.
6. Ability to establish and maintain effective working relationships.
7. Knowledge of and ability to assess hard and soft broadband infrastructure.
8. Proficient computer skills and knowledge of Microsoft programs/applications including: Word, Excel, Outlook, and Edge.
9. Familiarity with digital equity and inclusion.
10. Familiarity with broadband access and expansion strategies and programs.
