Digital inclusion coalitions bring together digital inclusion practitioners, local governments, institutions, and lived experts who collaborate for the most significant impact towards digital equity for their communities. This Leadership Brief provides lessons learned and community-based best practices to support the development of strong digital inclusion coalitions, address challenges, and plan for shifts in strategic priorities as community needs change.

Developed in partnership with New York Digital Inclusion Fund digital inclusion coalition grantees and an NDIA Coalitions Working Group, who shared their experiences establishing and expanding their coalitions and documenting their strategies. 

Over the past years, NDIA has tracked the growth of formal place-based digital inclusion coalitions, watching the number grow from just 15 to over 85, with many established between 2020 and 2022 to meet the digital inclusion needs during the COVID-19 lockdown and restrictions.

NDIA launched the New York Digital Inclusion Fund (NYDIF) Coalition Planning Grant in 2021 to increase the number of digital inclusion partnerships working to address digital inclusion barriers throughout New York State. As a result, 10 coalitions in eight economic opportunity regions across New York received a planning grant to establish new digital inclusion coalitions or expand the work of existing ones.

We recommend using the new Coalitions Leadership Brief alongside the Digital Inclusion Coalition Guidebook, released in 2022.
